HM March 26, 2008 Bob Schaffer 1620 River Road Puyallup, WA 98371 Re: Building Permit Application #22236; Car Trek, 1620 River Road, Puyallup, WA Dear Mr. Shaffer: The Planning Division has begun its review of the above referenced application for compliance with the City’s CG, General Commercial zoning code. This project previously went through preliminary site plan review (case #07-17-008). During this process it was noted that the valuation of this project was under $150,000. However, the current permit has been valued by the City Building Department at $268,132. Per PMC 20.65.030 sites which have site improvements totaling $150,000 or more within a two year period are required to upgrade any nonconforming parking, landscaping, signage, etc. As a result this site is subject to bringing all nonconforming aspects into conformance with code requirements. The Planning Division is unable to approve your application at this time and needs the following additional information: • Given the above, the landscaping buffer along River Road is required to be at least 12 feet wide per PMC 20.58. According to the submitted plans the buffer is currently 8 feet wide. Therefore 4 more feet of landscaping buffer width are required to be added along the property frontage. Furthermore additional plant material shall be added to the entire buffer to meet the intent of the 12 foot buffer; any existing significant landscaping shall be retained. If street trees are not currently planted street tree species of Globe Ash or Golden Desert Ash shall be planted with appropriate root barriers. These changes shall be depicted on a revised landscaping plan. • In addition to the 12 foot buffer, per PMC 20.58, interior landscaping is required to be installed as there is parking/vehicle storage area over 10,000 square feet. The interior landscaping is required to be at least 5 percent of the area devoted to parking area, drive aisles, and load spaces. Please depict how this requirement is to be achieved on the landscaping plan and verify that the 5 percent area is being met. • The landscaping plan approved with the preliminary site plan needs to be revised to reflect the scope of work which has been expanded to incorporate the adjacent property as shown on the site plan. • Off-street parking amounts are required to be verified to be in conformance with PMC 20.55. Repair garages require 3 stalls per each service bay which is 18 parking stalls (i.e. 3 x 6 bays = 18 stalls) for this proposed building. Auto sales uses are required to have 1 stall per each 1,000 square feet of gross floor area and 1 stall per each 2,500 square feet of sales area, which based on the site plan appears to be 3 stalls total (i.e. 2,400 sqft existing sales building = 3 stalls). Therefore the site is required to delineate space for at least 21 parking stalls on-site. Currently 16 parking stalls are depicted on the site plan, leaving 5 stalls which are required to be provided to meet off-street parking demands. • Exterior lighting (i.e. flood lights, etc.) are required to be shielded or contained on-site per the approved preliminary site plan. Please depict any exterior lights and how they are being shielded or contained on-site. Upon receipt of the additional information, the Planning Division will continue review of the building permit. Description: Final approval by the Building Official is required prior to occupancy. WORK SHALL NOT PROCEED UNTIL THE INSPECTOR HAS APPROVED THE STAGES OF CONSTRUCTION SURFACE STORM WATER SHALL BE DIVERTED FROM THE BUILDING SITE AND SHALL NOT DRAIN ONTO ADJACENT PROPERTIES.
