Hello Rick,
Just reviewed the content of the plans for the above project. The following is needed to complete the information as requested;
1) Foundation/wall framing and truss engineering details for the roof and wall system on Line 3. Because this is a shear wall by plan and does not currently have a foundation bearing at or below the local frost line the engineer is to provide how that will be accomplished.
2) Provide engineer truss cut sheet (s) with signature and seal for relevant trusses.
3) Provide landing, door threshold, grade, elevations, slopes, lighting and associated dimensions for new door locations.
4) Engineer to provide sealed and signed calculations for the portion of work designed by him.

We received your resubmittal, in that response I found no changes from the original Architectural or Engineer plans. Please see the original thread below as I will expound on my requirements in Red with an explanation as to the reasoning. Hoping that will produce the needed information to competently approve this repair.

Hello Rick,
Just reviewed the content of the plans for the above project. The following is needed to complete the information as requested;
1) Foundation/wall framing and truss engineering details for the roof and wall system on Line 3. Because this is a shear wall by plan and does not currently have a foundation bearing at or below the local frost line the engineer is to provide how that will be accomplished. - In regard to this the Engineer states he is using the '15 International Existing Building Code Section 404 for the repairs. That being said Section 404.2 "Substantial structural damage to vertical elements of the lateral force-resisting system" which leads to Section 404.2.1 "Evaluation". As the damaged wall was a lateral force-resisting system analysis is required to accept the alteration/repair as structurally sufficient. As part of that analysis a footing modification is necessary to prevent potential frost heave under that wall as well as to match the existing structures condition.
2) Provide engineer truss cut sheet (s) with signature and seal for relevant trusses. - Not provided.
3) Provide landing, door threshold, grade, elevations, slopes, lighting and associated dimensions for new door locations. - Provided door threshold and lighting notes, balance not provided.
4) Engineer to provide sealed and signed calculations for the portion of work designed by him. - Not Provided.
5) Given the heated building aspect, slab insulation at the new perimeter location of the building will be required. Details will be required as the slab is solid in that location at present.
6) Details for slope away from the building is required, due to the nature of a flat slab, for rain run-off and moving water away from the building. Other alternatives may be acceptable.

REVIEW OF PLANS - 9/20 email to applicant:
Hello Rick,
Thank you for submitting your permit application to restore the shed at the South Hill Mall (permit #B-18-0505). Review of your submitted materials revealed that you are proposing to replace the metal siding. Unfortunately, our design review requirements do not allow metal siding to be used as a stand alone material:

Siding Materials. Acceptable siding materials include brick, stone, marble, split-face cement block, shingles, and horizontal lap siding. Other materials, such as stucco, may also be used as an accent if: (a) they are used as accent materials in conjunction with acceptable siding materials; and (b) said accent materials are characterized by details or variations in the finish that create a regular pattern of shapes, indentations, or spaces that are accented or highlighted with contrasting shades of color.
I understand that this structure was damaged by fire. The non-conforming laws specify that the structure could be rebuilt with the metal siding if the restoration met the following requirements:
PMC 20.65.035 Restoration of damaged or destroyed nonconforming structures.
Restoration of a nonconforming building or a structure containing a nonconforming use which has been damaged by fire, earthquake, or other natural calamity is permitted; provided, that the extent of such damage is less than 75 percent of the current replacement cost as determined by the chief building inspector. In the event that the extent of such damage exceeds 75 percent of current replacement cost, the nonconforming building or structure may be restored or rebuilt only to an extent which complies fully with the property development and performance standards of the applicable zoning district as provided by this title. In either case, such restoration shall be undertaken only under a valid building permit for which a complete application was submitted within 18 months following said damage, which permit must be actively pursued to completion.
At this time, your application is being placed on hold pending receipt of plans that either show how the replaced siding will meet our current standards, or evidence that the restoration will not exceed 75% of current replacement cost of the building.
