Development Engineering standard residential conditions:
- All inspections, including erosion and sediment, utility, and final inspections, shall be requested through the CityView portal.
- Prior to starting site work, request an erosion and sediment inspection through the CityView portal.
- Sediment control and erosion procedures shall be practiced to eliminate and prevent off site damage. Stormwater runoff originating upgrade of exposed areas shall be controlled to reduce erosion and sediment loss during the period of exposure. Refer to the City standard details 02.03.02 & 05.02.01 for typical erosion and sedimentation control methods.
- Stormwater control of roof downspouts shall be controlled.
- Curb, gutter, sidewalk, and approach must be poured per city standards. No work shall be done in or on the public right of way without a licensed and bonded contractor first obtaining a right of way permit.
- Driveway may not exceed a 10% grade at any point or as directed by the City of Puyallup.
- The builder/owner shall be responsible for keeping the existing right-of-way free of debris and dirt. Any violation of PMC Chapter 21.14 pertaining to clearing, filling and grading, erosion and sediment control, and storm water discharges shall be prosecuted to the fullest extent of the law.
- Any addition/expansion to the footprint of the building including decks and porches not originally shown on the approved set of plans must obtain proper permits prior to construction.
- The applicant is responsible to call the utility notification center at 1-800-424-5555 before beginning any excavation. Call before you dig, it's the law.
- Any code requirement that may have been overlooked in this plan review does not imply that the requirements have been waived.

Stormwater - Residential Infill Lot - Greater than 2,000 SF New/Replaced Hard Surface | Resolved | Standard Conditions |

The City adopted the Department of Ecology’s 2019 Stormwater Management Manual for Western Washington which requires mitigation and site-specific stormwater testing for projects that add or replace 2,000 square feet or more of hard surface area. Your proposed project exceeds the 2,000 square foot threshold. Therefore, your project requires a small-scale Pilot Infiltration Test (PIT) or a falling head percolation test per City Infill Policy ENG 17-04 to determine site specific infiltration testing. The project will also require single-day groundwater monitoring completed by a licensed professional to determine the best management practices to mitigate stormwater runoff, or the installation of a redundant stormwater system. A Development Engineer will be assigned to do a stormwater review of your project. Alternatively, you may revise your scope and plans to propose less than 2,000 square feet of new plus replaced hard surface area so that point testing and mitigation are not required. Backflow Protection Device - Residential Secondary Water Source RPBA | Resolved | Prior to Completion |

An approved reduced pressure backflow assembly (RPBA) device is required to be installed on the domestic water service per City Standard Detail 03.04.02 since the subject property abuts a secondary water source, e.g., Meeker Ditch, Clarks Creek, etc.
Upon approval of the installation by the city inspector, the backflow device shall be tested by a Washington State certified backflow assembly tester, and the test report results shall be submitted to the City prior to occupancy of the building.

Frontage Improvements - Residential Infill Lot | Resolved | Prior to Issuance |

In accordance with Puyallup Municipal Code 11.08.135, residential infill lot projects that qualify as substantial improvements (the cost of which equals or exceeds 50% of the market value of the structure before the “start of construction” of the improvement) are required to complete improvements along the property's street frontage. Your project will be required to complete frontage improvements which may include curb, gutter, planter strips, street trees, sidewalks, storm drainage, street lighting, and one-half street paving (only required if the existing pavement condition is poor) as determined by Development Engineering. The building permit shall not be issued until the frontage improvement designs have been approved by the City and a right-of-way or civil construction permit issued. A right-of-way permit is required if there is existing vertical curb in good condition and a civil construction permit is required if there is no existing vertical curbing. The building permit shall be conditioned in such a manner that building occupancy will not be granted until the frontage improvements are completed and approved.
The subject site may qualify for the fee-in-lieu program in which the applicant may request and submit justification to pay a fee rather than constructing all or part of the required frontage improvements. Allowance of fee-in-lieu shall be at the discretion of the City and may be denied if the City Engineer determines it will be more beneficial to the public to have frontage improvements built along the street frontage adjoining the property or access to the property. The justification to allow use of the fee-in-lieu program shall not be based on cost savings to the applicant in comparison with constructing required improvement adjacent to the property. Right-of-way dedication to match the abutting street classification shall be required as determined by Development Engineering. No building permit or development permit shall be granted for the construction or substantial improvement of any industrial, commercial, or residential building, or plat unless the plans and specifications contain provisions for the dedication to the City of sufficient street right of way for the classification of the street abutting the property according to the street plans and street development needs of the city for that street. In accordance with Puyallup Municipal Code Chapter 11.08.120, the subject site property owner shall dedicate tax parcel 0420355043 to the public right-of-way as approved by City Engineer, Hans Hunger. Please fill out the attached REETA template form and the Right of Way Dedication Deed form. The Deed form must include a legal description and be accompanied by an exhibit (survey completed by licensed surveyor) depicting the right-of-way dedication. Once drafted, please return these documents to me to review with the Engineering Support Specialist and City Engineer. If accepted, the City Engineer will sign the Deed so that it can be recorded with Pierce County.

Although the detail on Sheet C-3 (Nirider-D-Civil-2023-06-11) for the rain garden is from the original plans it is incomplete. Refer to the Rain Garden Handbook for Western Washington (free online) and City of Puyallup Standard Details 02.06.01 RAIN GARDEN SECTIONS and 02.06.02 RAIN GARDEN PLANTING ZONES for any gaps in the design or if there are installation questions. These will be the regulatory documents referenced when questions arise during construction.
