Site-specific Conditions:
CLOSURE ALLOWED for a one-year pilot period approved under PLCUP20230109. The pilot period shall be measured as one calendar year.
Call communications center at 253-287-4456 on day of closure. Request a job start inspection through the CityView portal. Public notification shall comply with PMC Chapter 11.05.110. The City-issued permit packet shall be posted at the job site and available to inspectors at all times.
The Puyallup School District shall provide the City with a detailed notification plan for residents that will be impacted by the temporary closure.
In accordance with MUTCD, signage for extended duration traffic control shall be post mounted.
Applicant/Contractor Responsibility:
1. The issued permit and traffic control plan(s) are always required to be available at the job site and readily available to all City inspectors. The applicant shall be subject to a triple permit fee for failing to have a valid permit on site.
2. The applicant/contractor shall notify the City 24-48 business hours prior to starting work by requesting an inspection through the CityView portal. Inspections performed during a City of Puyallup business day (Monday - Friday 7:00 am – 3:30 pm) are included in the permit fee. Inspections performed outside of the regular hours are charged to the permit holder at the current City of Puyallup Fee Schedule inspection rate with a three-hour minimum. Prior to scheduling weekend and night work, coordinate with a City Inspector by calling 253-435-3650 at least 48 business hours in advance of work.
3. Public notification shall comply with PMC Chapter 11.05.110. The applicant/contractor shall notify property owners of blocked driveways at least 24 hours in advance. Additionally, the applicant/contractor shall notify public transportation agencies whose routes or stops are affected by the traffic control plan 24 hours in advance of job start (Pierce County Transit Construction Coordinator: 253-581-8000).
4. The applicant/contractor shall notify the City prior to site restoration, immediately after all work and restoration are complete, and when the site is ready for final inspection. The applicant/contractor shall request a final inspection through the CityView portal prior to the permit expiration date.
General Conditions:
1. Comply with all permit conditions and the Traffic Control Plans (TCP) issued by the City.
2. Follow the allowed work hours as listed on the issued permit or on each page of the TCP.
3. If a travel lane will be closed, the applicant/contractor shall call the Communications Center at 253-287-4456 prior to starting work on day of closure and again once the lane is reopened.
4. Spotter must be available to assist with pedestrians if needed.
5. Request all inspections through the CityView portal on the City website. Prior to scheduling weekend and night work, coordinate with a City Inspector by calling 253-435-3650 at least 48 business hours in advance of work.
6. Please utilize the traffic control standards below in addition to the conditions listed on the TCP:
- Traffic control devices shall be 28-inch retro-reflective cones.
- Taper length equals width of offset times speed limit squared divided by 60.
- Sign spacing shall be 100 feet when speed limit is 30 mph or less.
- Sign spacing shall be 350 feet when speed limit is greater than 30 mph.
- Distance between cones equals speed limit in unit-feet.
- Distance between signs is mandatory unless field conditions determine otherwise.
- Travel lane width must be a minimum of 11 feet at all times.
- Any and all flaggers and spotters shall remain in radio contact at all times.
- All aerial crossings at an intersection shall be a maximum of 3 minutes.
- When shifting traffic into a turn lane, use of double cones is required. Traffic device spacing shall be half distance for opposing traffic devices.
7. Open cut is not permitted without prior approval from the City. STEEL PLATE AHEAD and MOTORCYCLISTS USE EXTREME CAUTION advanced warning signs are required for steel plates installed in the public right-of-way.
8. Do not park vehicles on City sidewalk. Any public curb, gutter, or sidewalk broken now or during construction shall be removed and replaced per City Standards.
9. All vehicles, equipment, and personnel are prohibited at all times from occupying any portion of a railroad crossing. Railroad crossing signs and striping shall be visible at all times. Vehicle and pedestrian traffic shall not be queued on any railroad crossing.
10. No disruption of signal timing allowed at signalized intersection unless the traffic control plan depicts a uniformed police officer at the intersection. If a uniformed police officer is depicted, the applicant/contractor shall contact Tamara Ferrin, Puyallup Police Department Support Specialist, at 253-841-5436 or tame@puyallupwa.gov to coordinate traffic support with a uniformed police officer at least 24 hours of job start.
11. Puyallup construction restriction zones and routes shall be in effect during special events in downtown Puyallup or at the Washington State Fair. During these events, no work is allowed in the public right-of-way as defined by the Puyallup "Construction Restriction Zone & Routes Map."
12. The applicant shall comply with Puyallup Municipal Code Chapter 11.05 while working in the public right-of-way.
13. Work and traffic control at each permitted location shall be asynchronous with other issued permits held by this permit holder, even if the work is related. Advanced inspection scheduling with the City Inspector is required for multiple permits and locations to ensure adequate inspections. Inspection scheduling shall be at the discretion of the City Inspector. Working without advanced notice to the City is strictly prohibited and may result in penalties or stop work orders.

In accordance with conditional use permit PLCUP20230109, if the temporary closure area is to become permanent (after the 1-year pilot period) the Puyallup School District shall apply for a City of Puyallup right-of-way vacation permit to formally vacate the area. Furthermore, the School District shall apply for a civil construction permit to design and construct infrastructure to adequately facilitate a permanent closure. Permanent infrastructure must be in-place to continue the closure condition. If the permanent closure is not approved after the 1-year pilot period, the applicant shall obtain another right-of-way permit to remove temporary traffic measures and restore the public right-of-way to City standard, including removing and replacing the temporary pedestrian ramps with new curb, gutter, and sidewalk. An alternative proposal to install traffic calming measures and enhanced pedestrian safety facilities along W MAIN and 7TH ST NW may be proposed by the applicant on the other right-of-way permit application, reviewed and approved by the City, and installed at the applicant's expense. By applying for a right-of-way engineering permit in advance of conditional use permit PLCUP20230109 approval, and by signing the early submittal acceptance waiver, the applicant, acknowledges that the right-of-way permit for this project is being made at their own risk. The City review and approval of the land use and/or conditional use permit may alter some aspect of the site/architectural plans, possibly resulting in a need for new final submittal/plan review fees and/or additional review time. If the City does not continue the temporary street closure at the end of the 1-year pilot period, the School District will be responsible to provide mitigation to address substandard pedestrian facilities within the proposed closure area. Mitigation must address safety and operational concerns caused by increased pedestrian/vehicle conflicts (as a result of the project). Design would be required to meet best engineering practice and comply with nationally accredited design guidelines (AASHTO, MUTCD, PROWAG, NACTO, etc). Any temporary infrastructure installed by the District shall be removed (including any restoration work).
The applicant will be required to coordinate with the City of Puyallup to collect and analyze before/after closure traffic data during the temporary 1-year closure. It will be the responsibility of the applicant to mitigate any impacts identified during the 1-year pilot period. A comprehensive before/after traffic analysis (scope to be approved by the City of Puyallup) must be submitted to the City for review no later than 6 months from the start of the 1-year pilot period.
If the temporary closure area becomes permanent (after the 1-year pilot period) the school district will be fully responsible to design and construct infrastructure to adequately facilitate a permanent closure condition. Separate Civil permit required for this work. Permanent infrastructure must be in-place to continue the closure condition. Additionally, the district would be required to purchase vacated ROW from the City if approved by council. It should be noted that the ROW vacation process (if approved by Council) can take 6-months to complete.
Coordinate with emergency services for gate placement. AutoTurn analysis may be required.
District will need to provide a detailed notification plan for residents that will be impacted by the temporary closure.
School district will be required to obtain a City ROW permit for the duration of the temporary closure. This permit will include required insurance/bonding and will expire at the end of the 1-year pilot period.
Other than for Emergency access vehicles, school district maintenance vehicles, and City maintenance vehicles, the closure area will fully restricted to motorized vehicular traffic for the duration of 1-year pilot program.

A comprehensive before/after traffic analysis (scope to be approved by the City of Puyallup) must be submitted to the City for review no later than 6 months from the start of the 1-year pilot period. Traffic Analysis scope shall include the following (but not limited to):
Collect intersection turning movement counts + segment tube counts during AM/PM peak (roadway + system peak). Data collection may be expanded from the original TIA scope. Multiple day counts required.
Report vehicle delay at intersections determined by the City (this may be expanded from the original study locations)
Delay will be reported based on current HCM methodology.
• TWSC intersections must report overall delay based on worst movement.
Collecting queuing data at key locations (must coordinate with City on these locations).
Assess parent drop-off locations. If necessary, provide recommendations for improvements.
Safety assessment of surrounding area. Provide recommendations for possible countermeasures if necessary.
Evaluate existing on-street parking issues in the surrounding neighborhood.
• Provide recommendations to mitigate concerns from the public (PSD policy changes to limit student vehicle parking, increased on-street parking restrictions, changes to designated bus pickup/drop-off locations, etc.)
For the possibility of a permanent closure, provide recommendations for necessary improvements. The City expects significant modifications to the roadway would be necessary (channelization, curb alignments, permanent barricades, landscaping, signage, lighting, fire access, etc.). It would be responsibility of the School District to design and install these improvements.

Consistent with with Civil permit PRCCP20241123, proposed ADA ramps on W Main to be barricaded and signed to prevent pedestrians from crossing W Main. Once roadway is closed to vehicle traffic with the proposed one year pilot these restrictions can be removed. A crosswalk at this location (with vehicle traffic present) does not meet engineering standards.
