Pages 9 and 15 of the SEPA checkilist state that solid waste will be decanted at 2412 Inter Ave. Other communications from Pro-Vac and BPLC claim that the existing decant facility will not be used for solid waste. If this is going to be an approved disposal method then the facility must be properly depicted on other development plans and permits and it must be approved by the city. If this SEPA checklist is to be approved without a full design of the referenced facilities, then all refences to the decant facility and the use of said facility must be removed from the SEPA checklist for 2511 Inter Ave.

This portion of the plan is inconsistent with other documents within this permit application (as well as other related applications) and also contradicts statements and emails made and sent by Pro-Vac/BPLC representatives. Because it is one business operation, all documents for these two properties must agree in order to be approved even if there are separate applicants.

Describe where they will be conducted, inside a building or outside, in a decant facility, where? What services do the vactor trucks provide? Do they provide septic system emptying services?
3.c Water runnoff; List and provide additional description of what waste materials are anticipated to be generated during construction and site operations. Where will vactor trucks be washed? If offsite facility is identified, does this facility have a health department permit that meets all requirements to prevent contaminated water from escaping into stormwater or groundwater. The test results from 10/14/2022 revealed high levels of fecal and E coli as well as high temperatures and low dissolved oxygen (See lab results and source tracing map in documents and images section for more information). A visible sheen was also witnessed by City staff members on your site. Further source tracing has led to a strong indication that your site is the source of these recent spikes in storm water contamination with fecal matter. Please revise your SEPA checklist to address how your site will ensure long term compliance with all City stormwater regulations, including requirements that no fecal matter enter the storm system. See above notes for specific items that must be addressed upon resubmittal. After final DRT Letter was issued for this SEPA Standalone environmental review but before a SEPA Determination was issued, the Water Department submitted additional information regarding possible storm water contamination with fecal matter from the subject site to DPS. As a result of this new information regarding possible environmental impacts from the project site, additional environmental review is required to properly address any potential impacts.
