While staff acknowledges that 3.B.5.2.b does reference 'porches' which by definition can only be on the first floor, we believe the intent of 3.B.5.2 when read in its entirety, is to require upper floor masses to be setback by 5-10 ft, not for vertical massing setbacks to be designed.
